Getting a Kirkland chimney inspected, and finding its paper trail
Most chimney inspections in Kirkland are booked for a reason with a date attached: a house is going on the market, a buyer has just got the keys, or a fireplace is about to be lit for the first time by someone who did not install it.
Two things about Kirkland shape what that inspection has to do. The chimney is more often a listed metal system than a brick stack, and the records that would tell you its history may not be filed where you expect.

Which level your Kirkland situation calls for
The three types in NFPA 211 are defined by circumstance, not by preference. Level I is the routine annual look, limited to what is readily accessible. Level II reaches everything that can be got at without demolition and requires the inside of the flue liner to be examined with image-scanning equipment. Level III is the one that opens up concealed construction, and only where a lower level could not answer the question.
- The house is being sold or transferred. The standard makes Level II the minimum on sale or transfer, and the flue scan is what settles whether the chimney becomes a line item in the negotiation.
- You have just bought, or an appliance was changed at some point. An unknown flue is an unknown liner, and a different appliance connected to an existing flue is a Level II circumstance in its own right. What matters before the first fire is what the liner is, whether it is continuous, and whether its size and material suit what is attached.
- A windstorm or an earthquake has been through. Weather and seismic events are named circumstances, whether or not anything looks wrong from the ground. Kirkland's wet-season wind is southerly, so the loaded face is not always the one you see from the street.
What a Level II examines when the chimney is a chase
Kirkland's median home was finished in 1985, and the 1970s and 1980s together account for the largest block of housing in the city — roughly 17,600 units out of about 41,900. On a great many inspections here the subject is therefore a listed metal chimney inside a sided chase, not a brick stack. The standard does not change; what it lands on does.
- Whether the system is still the system. A factory-built chimney is listed as an assembly, built to UL 103 for 1,000 degrees F continuous flue gas. Mixed manufacturers, or a firebox and chimney never listed together, are findings rather than details.
- Clearance to combustibles inside the chase. A Level II verifies clearance everywhere it can be reached, which inside a chase means framing, insulation and anything stored against it. That is why it goes into accessible attics and crawl spaces.
- The top of the chase. The chase cover and storm collar do the job a crown does on brick. A dished or rusted cover puts water into framing rather than into masonry.
- Liner size and material against what is connected. The image scan of the internal liner surfaces is part of the standard here exactly as it is on clay tile, and a factory-built chimney that has been relined needs a liner at least two inches smaller in inside diameter than the chimney itself.
Where a Kirkland chimney's records actually live
An inspection tells you what the chimney is now. The question that usually follows is whether any of it was ever permitted — and in Kirkland the answer depends on the address and on the date.
Work permitted today
Permits come from the City of Kirkland's own Development Services, and applications are filed on MyBuildingPermit.com, the regional portal Kirkland shares with Bellevue, Bothell, Kenmore, Issaquah, Sammamish and King County.
Work permitted in the north end before June 1, 2011
Finn Hill, North Juanita and Kingsgate were unincorporated King County until they were annexed into Kirkland on that date. An insert or a chimney repair permitted there in, say, 1998 was permitted by the County, and that is where the record sits.
The rules behind either one
Kirkland adopts the International Residential Code through Title 21 of its municipal code. Seattle's residential code and its Director's Rule on unreinforced masonry chimneys govern nothing on this side of the lake.
What to do with a gap
No record is not proof that nothing was done, and it is not itself a defect. It is a reason to inspect at the level the circumstance calls for.
Fitting the inspection into a sale timeline
NFPA 211 is a consensus standard, and jurisdictions differ in how much of it they adopt. So whether a Level II is legally compulsory for your particular transaction depends on Kirkland's adopted codes and on the terms of your purchase-and-sale agreement — put the first to the City and the second to your agent. What is not in question is that the flue scan is what converts an argument into a document.
- Allow for one trip or two. A flue carrying heavy deposits cannot be read, so sweeping may have to happen before the scan. That is separate work on a separate visit, which matters when a contingency date is attached.
- Ask what the report has to name. Which level was actually completed, every flue and appliance it covered, and whatever could not be got at, with the reason. A report that is silent about what it could not see is not finished.
- Check who you are hiring. The standard requires a qualified agency. In Washington the enforceable check a homeowner can run is contractor registration, which can be looked up free through the state's Labor and Industries verification tool.
Local considerations in Kirkland
- Finn Hill, North Juanita and Kingsgate were unincorporated King County until they were annexed into Kirkland effective June 1, 2011, so permit history for those addresses is split between two jurisdictions by date.

- Only about 500 Kirkland housing units date from 1949 or earlier, so an old brick flue here is uncommon enough that its condition should be established rather than assumed from the neighborhood.
- Wet-season wind in western Washington blows from the south or southwest, which is the exposure to check first after a storm even when the street-facing side of the chimney looks untouched.

- A check that the flue is unobstructed and free of combustible deposits, and that the liner reads as continuous where it can be seen
- At Level II, the runs that can be got at without demolition: attic, crawl space, basement, and the framed chase on a factory-built system
- At Level II, the required image scan of the liner's internal surfaces, clearance to combustibles verified wherever it is reachable, and liner size and material weighed against what is actually connected
- Matched photographs of the chimney where that is practical
- A written report stating the level completed, every flue and appliance covered, and anything that could not be reached
- A plain conversation separating what is urgent from what is optional
What it does not include
- Cleaning. Deposits are reported here; removing them is a separate booking, and where they block the scan the sweeping has to happen first
- Repairs. Findings come back as a scope and price for you to approve, so the report and the quote are two different documents
- Opening up walls, ceilings or a sided chase. That is a Level III, and refinishing what was opened is a further scope again
- Pulling your permit history. We can tell you what the chimney is; the records are requested from the City of Kirkland, or from King County for north-end addresses permitted before the 2011 annexation
- A ruling on whether the chimney complies with the code Kirkland has adopted, which belongs to the City's Development Services
- Any prediction about what an insurer will pay. Conditions can be photographed; the claim decision is not ours to make
What to look for
- The listing or the disclosure says the fireplace is 'as-is' and nothing else
- That is a statement about liability, not about condition. Sale or transfer is itself a Level II circumstance under the standard, and the scan is what replaces the sentence with information.
- A wood stove or insert sitting in an opening that was clearly built for something else
- A dissimilar appliance connected to an existing flue is a Level II circumstance, and it raises the question of whether the flue's size and material suit what is now attached.
- A chase cover holding standing water, or streaked with rust down the siding below it
- Water is entering the framed chase around a metal chimney. Inside that chase are framing and insulation, so this is examined from inside as well as from the roof.
- Different manufacturers' names on the firebox and on the chimney sections
- A factory-built system is listed as an assembly. Components that were never listed together is a finding a Level II is meant to surface.
- You cannot find a permit for a chimney or fireplace change you know happened
- For a north-end Kirkland address the record may sit with King County rather than the City, depending on whether the work predates the June 2011 annexation. It is a records question before it is a condition question.
- A windstorm went through and the chimney has not been looked at since
- The standard names a damaging weather event as a Level II circumstance whether or not anything is visible from the ground.
What changes the price
We do not publish a headline figure, because it would be a guess about your chimney. These are the things that genuinely move the number, and we put a real one in writing after we have looked.
- The level the circumstance calls for
- Level I stays with what is readily accessible. Level II brings roof access, the accessible attic, crawl space and chase runs, and the required image scan, so it is a longer visit. Level III opens concealed construction and is quoted on its own.
- Masonry stack or chase-enclosed metal system
- On a chase, the accessible runs a Level II has to reach are inside framing rather than up a brick face, and clearance to combustibles becomes the substantial part of the work.
- How many flues and appliances are involved
- Every flue in the chimney and everything attached to it falls inside a Level II, so a stack carrying a fireplace and a heating appliance is a longer visit than a single-flue chimney.
- Whether the flue can be scanned as found
- A liner surface buried under deposits cannot be read. Where the flue has to be cleaned before it can be scanned, the inspection becomes two visits — which matters most when a contingency date is driving the schedule.
- Access to the roof and the lot
- Stack height, roof pitch, moss on a shaded winter slope, and a hillside or waterfront lot with limited ladder footing all change setup time before anything is examined.
- How much documentation the report has to carry
- A routine annual report, a scan recording and photograph set assembled for an insurer, and a report written to a purchase-and-sale deadline are three different amounts of work.
Chimney Inspection in Kirkland — common questions
- Is a Level II chimney inspection required to sell a house in Kirkland?
- NFPA 211 makes a Level II the minimum inspection on sale or transfer of a property, and a Level II includes an image scan of the flue liner. That is a consensus standard rather than automatically law everywhere — some jurisdictions adopt NFPA 211 directly as code and others do not — so whether it is legally required for your transaction depends on what Kirkland has adopted and on your purchase-and-sale agreement. - An inspection before the first fire, at the level your situation calls for. If the sale did not come with a Level II report, the questions that matter are what the liner is, whether it is continuous, whether the flue size and material suit whatever is connected, and whether clearance to combustibles holds — and the first of those requires the image scan that a Level II carries. Given that the median Kirkland home dates from 1985, expect the answer to involve a listed metal system as often as brickwork. If the report turns up deposits, sweeping follows the inspection rather than replacing it.
