A young housing stock changes what the chimney is
Kirkland's chimneys skew modern. The median home here was built in 1985, the largest block of housing went up between 1970 and 1989, and only about 500 units out of roughly 41,900 predate 1950. That profile decides what a chimney visit here is usually about.
A fireplace of that vintage is often not masonry. It is frequently a factory-built unit: a listed metal firebox venting through a listed metal chimney, boxed inside a wood-framed chase that is sided to match the house and closed on top with a sheet-metal chase cover. From the street it reads as a chimney. Very little about servicing it is masonry work.
These systems fail in their own way. Chase covers are a common weak point — flat or barely sloped galvanized steel that rusts through and sends water down inside the chase. Refractory panels in the firebox crack. And because the unit is listed as a system, replacement parts have to match it.
The old Kirkland chimney has not disappeared, it has concentrated. Four 1891 brick buildings still stand near Market Street and Seventh Avenue, three of them on the National Register, and the surviving pre-war houses cluster around Market, Norkirk and Moss Bay.
Wind, water, and the lake side of town
Kirkland faces Lake Washington head on. Its shoreline rules reach every property within 200 feet of the lake's ordinary high water mark, and the neighborhood names describe the rest: the ground climbs from Moss Bay, Lakeview and Central Houghton up onto Rose Hill, the Highlands and Finn Hill.
Through the wet season the prevailing wind in western Washington comes from the south or southwest, and December and January frequently record precipitation on 20 to 25 days or more each month. On an exposed lake-facing elevation that is not gentle vertical rain. It arrives sideways, at the chimney.
The Brick Industry Association states plainly that heavy wind-driven rain will penetrate a single wythe of brickwork no matter how good the materials or the workmanship. So the defense is drainage detailing, not flawless brick: a crown that overhangs far enough for runoff to drip clear, flashing built as a proper expansion joint rather than smeared with sealant, and a cap keeping rain out of the flue. On a factory-built chimney the same logic lands on the chase cover and storm collar.
A breathable penetrating repellent slows absorption and buys drying time between wettings, but it needs reapplication and does not substitute for a failed crown, failed flashing, or open joints. A film-forming coating is worse than nothing on brick that freezes: it traps the water already inside.
Who issues a chimney permit in Kirkland
This is the part homeowners most often get wrong, because almost everything written about chimney permits in this region is written about Seattle. Seattle's residential code and its Director's Rule on unreinforced masonry chimneys stop at the Seattle city line. They do not govern a chimney in Juanita, Bridle Trails or Totem Lake.
In Kirkland, permits are issued by the City's Development Services — a joint function of the Planning and Building, Public Works, and Fire departments — and applications are filed through MyBuildingPermit.com, the regional portal Kirkland shares with Bellevue, Bothell, Kenmore, Issaquah, Sammamish and King County. The technical rules behind the permit are the International Residential Code as adopted by Washington State and by the City under Title 21 of the Kirkland Municipal Code.
In Finn Hill, North Juanita and Kingsgate one more thing matters on paper: nearly seven square miles there were unincorporated King County until June 1, 2011. Permit history from before that date sits with the County; work you do today is permitted by the City.
What moves the price on a Kirkland job
In a city with this mix, the first question is not how big the job is but what kind of chimney it is.
- Masonry stack or factory-built system. Different parts, different access, different trade. Chase cover, storm collar and listed components are a different scope from crown, brick and mortar.
- Access and staging. Roof pitch, the height the chimney stands above the roof, and a steep lakeside lot all change how a crew reaches the top safely.
- How far the water has already travelled. A crown caught while it is only cracked is a different job from one that has been washing runoff down inside the brick for years.
- Whether the repair stays above the roof line. Work confined to the visible stack is contained. Once it reaches down into the smoke chamber or firebox, the scope grows with it.
- Whether a permit and inspections are in scope. Permitted work carries application, review and inspection time that unpermitted maintenance does not.
- Materials chosen for this climate. Severe-weathering-grade brick where masonry will be wet and freezing, mortar matched to what is there, and a vapor-permeable repellent rather than a film coating.
All of it arrives as a written scope with a price attached before anything starts. You approve it or you do not.
Where to start, and what is nearby
If you do not know what you have, start with a chimney inspection. On a house of Kirkland's common vintage it is the step that settles whether you own a masonry stack or a listed metal system, and the two go different ways from there.
- Water showing up indoors. Chimney leak repair, then whichever of crown repair, flashing repair or cap installation the source turns out to be. Waterproofing comes last.
- The fireplace is used regularly. Chimney sweep with the inspection alongside it. Buildup is measured, not guessed.
- Changing or adding an appliance. Chimney liner installation, preceded by an inspection that establishes what the existing flue is.
- The stack itself is failing. Chimney masonry repair while repointing still holds it, or rebuild and restoration when it does not.

What is different about chimneys here
- The median year of construction for a Kirkland housing unit is 1985 — 1980 for owner-occupied homes, 1992 for rentals.
- Of roughly 41,900 housing units in Kirkland, about 17,600 were built between 1970 and 1989. That two-decade block is the largest single share of the city's housing.
- Only about 500 Kirkland housing units date from 1949 or earlier, so genuinely old, soft-mortar brickwork is the exception here rather than the rule.
- Four brick buildings from 1891 still stand near Market Street and Seventh Avenue, three of them on the National Register of Historic Places, marking the original town center on the edge of the Market and Norkirk neighborhoods.

- Do I need a permit for chimney repair in Kirkland?
- Ask the City before you commit to a scope. Kirkland issues its own building permits through Development Services — a joint function of Planning and Building, Public Works, and Fire — with applications filed on the regional MyBuildingPermit.com portal, and the technical rules come from the International Residential Code as adopted by Washington State and by the City under Title 21 of the Kirkland Municipal Code. Seattle's residential code and its Director's Rule for unreinforced masonry chimneys do not apply on this side of the lake. - Yes, and it is a common configuration in a city whose median home was built in 1985. A factory-built fireplace is a listed metal firebox venting through a listed metal chimney, usually boxed inside a wood-framed chase with a sheet-metal cover on top; the factory-built chimney itself is built to UL 103, which covers chimneys rated for 1,000 degrees F continuous flue gas. It is swept, inspected and repaired as a listed system, so replacement parts have to match the unit. The sweeping threshold is also lower than for masonry: CSIA calls for sweeping a factory-built fireplace at any appreciable buildup, because the deposit is acidic and corrodes prefabricated parts, against an eighth of an inch for a masonry fireplace.
- Can I use my fireplace during a burn ban in Kirkland?
- Kirkland is in King County, so the Puget Sound Clean Air Agency's air quality burn bans apply here. During a Stage 1 ban you may not burn in a wood-burning fireplace, an uncertified wood stove, or an uncertified fireplace insert; certified stoves and pellet stoves may still run. A Stage 2 ban stops all wood burning, including certified stoves, inserts and pellet stoves. Never take current status from a company website — check the agency's burn ban status page, call its hotline, or sign up for its email alerts. A summer outdoor fire-safety ban is a separate thing with a different issuer and different rules, and it is not a fireplace curtailment.

- Yes. Those areas — nearly seven square miles of them — were unincorporated King County until they were annexed into Kirkland effective June 1, 2011, and they are inside the city now. The practical consequence for chimney work is administrative rather than technical: permit history from before that date sits with King County, while a permit for work done today comes from the City of Kirkland. Either way the crew travels to the address; there is no Kirkland office to visit.
- Water is getting in on the lake-facing side of my chimney. Where does that usually start?
- Start at the top and work down: crown, cap, flashing, then the masonry face itself. Kirkland's wet-season wind is southerly to southwesterly, so a chimney on an exposed lake-facing elevation takes rain sideways rather than straight down, and the Brick Industry Association states that heavy wind-driven rain will penetrate a single wythe of brickwork regardless of materials or workmanship. That is why the fix is drainage detailing: a crown that overhangs so runoff drips clear of the brick, flashing built as an expansion joint between two materials that move at different rates rather than a bead of sealant over the gap, and a cap over the flue. CSIA's homeowner-visible signs of water intrusion are rust stains, dripping or standing water, and bent or damaged flashing. On a factory-built chimney the same investigation starts at the chase cover.
- Is a chimney inspection required when a Kirkland house is sold?
- NFPA 211, the national standard for chimneys and solid fuel-burning appliances, makes a Level II inspection the minimum on sale or transfer of a property, and a Level II includes an image scan of the inside of the flue liner. That is a consensus standard rather than automatically law: whether it is legally required for your sale depends on the codes Kirkland has adopted and on your purchase-and-sale contract, so confirm with the City's Development Services Center and with your agent. Practically, the flue scan is what settles whether the chimney becomes an item in the negotiation.
