Chimney inspection in Greater Seattle: which level you actually need

Chimney inspections come in three levels, defined by NFPA 211, the national standard for chimneys, fireplaces, vents and solid fuel-burning appliances. The level is not a sales tier — it is set by what happened to your chimney and what you are about to do with it.

The three NFPA 211 inspection levels

NFPA 211 devotes its Chapter 15 to the inspection of existing chimneys. It defines three inspection types — written Level I, Level II and Level III in the standard, and usually said as Level 1, 2 and 3 — and requires the scope, the areas examined, and how invasive the work gets to suit the conditions that prompted the inspection.

Level 1
The readily accessible parts of the chimney, its structure and its flue, plus the accessible parts of the connected appliance and the chimney connection. The technician confirms the flue is free of blockage and combustible deposits, looks for a continuous, undamaged liner through openings that already exist — a thimble, a cleanout, the flue termination — and checks the appliance, its connectors and its surroundings for damage, correct clearances and signs of an operating malfunction.
Level 2
Everything in a Level 1, plus every part of the chimney reachable without demolition, including runs inside accessible attics, crawl spaces and basements. The internal surfaces of the flue liners must be examined with image-scanning equipment — the video scan. Clearance to combustibles is verified everywhere it can be reached, and the liner material and flue size are evaluated against the appliances actually connected.
Level 3
Everything in a Level 1 and a Level 2, plus concealed areas reachable only by removing or destroying permanently attached parts of the chimney or building. It is limited to areas suspected of damage that the lower levels could not evaluate, and components come out only as necessary to reach them.
  • Readily accessible. Quickly or easily reached: no tools, no removing a panel, door or covering, and no ladders. This is the Level 1 boundary.
  • Accessible. May first require moving or removing a panel, door or covering, and may require ladders or common hand tools. This is the Level 2 boundary.
  • Concealed. Reachable only by taking apart something permanently attached. Neither lower level permits destructive work, which is what makes a Level 3 a different kind of visit.

Which level your situation calls for

Under NFPA 211 the circumstance chooses the level. Most homes, most years, need a Level 1. A short list of events moves the minimum to a Level 2, and a much shorter list to a Level 3.

  • Level 1 — nothing has changed. The annual inspection; a routine flue cleaning; or replacing a connected appliance with the same number of appliances of similar type, input rating and efficiency. It verifies the chimney is suitable to keep doing the same job with the same appliance.
  • Level 2 — something changed, or something happened. Adding or removing a connected appliance, or swapping in one of dissimilar type, input rating or efficiency; before a flue is lined or relined; on the sale or transfer of the property; and after a building or chimney fire, a weather or seismic event, or another incident likely to have damaged the chimney.
  • Level 3 — a hazard you cannot see. Where a fire, weather or seismic event is known to have caused damage and investigating it needs access to concealed areas, or where a hazard found at Level 1 or 2 cannot be fully evaluated without opening something up.

Two of those Level 2 triggers matter around Puget Sound more than people expect. A windstorm or an earthquake is named in the standard as an event that puts a chimney into Level 2 territory. And a Level 2 is called for before relining — the inspection comes first, the liner quote second, not the other way around.

Sale or transfer is the trigger that most often lands on a deadline. Note that a whole-house inspection is a different document: it normally looks at the chimney from the ground and the firebox, without scanning the flue liner. A Level 2 covers every flue in the chimney and the appliances connected to them, and if the scan finds something, the repair is a separate scope with its own schedule — so book it early.

What the video scan shows

The scan is a small camera on rods, run up or lowered down the flue, with the lens rotated to look at each component. It is not an upsell invented by the trade: NFPA 211 requires the internal surfaces of the flue liners to be examined with image-scanning equipment during a Level 2, and the written procedure published by the Chimney Safety Institute of America (CSIA) says the same. At Level 1 a scan is optional, and many companies include it anyway to document what they saw.

  • Cracked flue tiles, collapsed tiles and tiles with large chunks missing — the classic evidence of thermal shock.
  • Mortar joints between tiles that failed under heat, opening a path from the flue toward the framing around it.
  • In a metal chimney, joint separation, warping, buckling or open seams — which frequently cannot be seen from the top or the bottom of the flue.
  • Blockages and nesting material, a reason even a lightly used or gas-fired flue gets looked at.
  • Whether a listed liner is the right material for the class of service, correctly sized, and installed as its manufacturer's instructions require.

What you get in writing

The report is the product. An inspection you cannot show to a buyer, an insurer, a mason or your own memory next winter has not finished. CSIA's Level 2 procedure closes by telling the technician to discuss the findings with the client, hand over a copy, obtain the client's signature, and keep the report on file.

  • The level actually completed and, if a higher level was requested but could not be finished, the reason.
  • Which flues and connected appliances were inspected, and any area — attic, crawl space, roof — that could not be entered, with the reason.
  • Photographs of the conditions described. We photograph the chimney before and after, from the same angles where that is practical.
  • Findings sorted plainly into what is urgent, what can wait, and what does not need doing at all.
  • Where repair is recommended, a written scope and price you approve before anything starts.

After a chimney fire — or one you are not sure you had

CSIA also states that most chimney fires go undetected — a slow-burning one lacks the air or fuel to be dramatic and often surfaces only at a later inspection, having reached temperatures that do the same damage. CSIA puts a masonry chimney fire at around 2000 degrees Fahrenheit, hot enough to melt mortar, crack tiles and collapse a liner. So these signs are worth an inspection even when nothing obvious happened.

  • Creosote that looks puffy or honeycombed rather than flat.
  • A warped damper, or warped metal where the connector meets the smoke chamber.
  • A discolored or distorted rain cap, or a heat-damaged roof-mounted antenna.
  • Creosote flakes and pieces on the roof or on the ground around the house.
  • Roofing damaged by hot creosote, cracks in the exterior masonry, or evidence of smoke escaping through the mortar joints.

If you saw any of that, ask for the damaged sections and the creosote to be photographed before the flue is swept. CSIA's guidance is that such documentation helps an insurance adjuster process a repair claim — no promise about your policy, but the photographs cannot be recreated once the brush goes through.

How often a chimney should be inspected

Once a year. CSIA follows NFPA 211 and quotes it directly: chimneys, fireplaces and vents shall be inspected at least once a year for soundness, freedom from deposits, and correct clearances, with cleaning, maintenance and repairs done if necessary. The EPA gives the same annual advice for wood-burning appliances. It applies to lightly used flues, where animals nest and deterioration continues whether or not you light a fire, and to gas-fired flues, which can be blocked by debris or sized for older equipment than the furnace now attached.

What the job includes

  • Determining which inspection level your circumstance calls for under NFPA 211, and telling you why before we start
  • Examination of the readily accessible chimney structure and flue, and of the connected appliance and chimney connection
  • A check that the flue is free of blockage and combustible deposits, and a look for a continuous, undamaged liner through existing openings
  • At Level 2, the accessible chimney runs inside attics, crawl spaces and basements that can be entered without demolition
  • At Level 2, a video scan of the internal flue liner surfaces, verification of clearance to combustibles, and evaluation of liner material and flue size against the connected appliances
  • Photographs of the chimney before and after, from the same angles where that is practical
  • A written report naming the level completed, the flues and appliances covered, and anything that could not be reached
  • A plain conversation about what is urgent, what can wait, and what does not need doing

What it does not include

  • Sweeping. An inspection reports on deposits; removing them is a chimney sweep, booked separately — and the inspection is often what tells you it is needed
  • Repairs of any kind. Findings come back as a written scope and price you approve before work is scheduled — see chimney repair or chimney masonry repair
  • Opening up walls, chases or ceilings. That is a Level 3, quoted on its own, and closing and finishing the opened areas is a separate scope again
  • Relining, crown work, flashing work or waterproofing. A Level 2 is what should precede relining, not part of it — see chimney liner installation
  • Permit applications, engineering, or any determination that your chimney complies with local code. Requirements change and depend on the property — confirm those with SDCI or your county building department
  • Any statement about insurance coverage. We can document conditions with photographs; the claim decision belongs to your insurer

How the work goes

  1. We establish the circumstance first

    Before scheduling we ask what prompted the call — annual check, sale, chimney fire, new appliance, planned reline — because that sets the minimum level under NFPA 211. We tell you which level applies and why.

  2. Interior examination

    Drop cloths down, then the firebox, damper, smoke chamber and accessible appliance connection are examined for damage, deposits, correct clearances and evidence of an operating malfunction.

  3. Exterior, structure and concealed runs

    The visible masonry, crown, cap and flashing are looked at from outside, and at Level 2 the chimney runs inside any attic, crawl space or basement that can be entered without demolition.

  4. Flue scan

    At Level 2 the internal liner surfaces are examined with a camera, which normally means roof access too. Where a narrow or offset flue defeats the camera, or the roof is unsafe to walk, the exception is recorded rather than skipped.

  5. Report and conversation

    Conditions are photographed as found — before any sweeping, where there are indications of a chimney fire. We then walk you through the written report and separate urgent from optional. If repair is recommended, nothing starts until you approve a written scope and price.

What to look for

Creosote flakes or pieces on the roof or on the ground around the house
Material that came out of the flue under heat. CSIA lists it among the signs of a chimney fire, and it warrants an inspection before the next fire.
A warped damper, or a discolored or distorted rain cap
Metal that got far hotter than normal operation explains, which points toward a chimney fire that may have gone unnoticed.
Smoke or staining escaping through the exterior mortar joints
Flue gases are leaving the flue where they should not. CSIA lists this among the visible signs of chimney fire damage.
A new appliance or insert was connected to an old flue and nobody scanned it afterward
NFPA 211 makes a dissimilar appliance a Level 2 circumstance, and the flue may be the wrong size or lining material for what is now attached.
A windstorm, an earthquake, or a limb down near the chimney
The standard names weather and seismic events as circumstances calling for a Level 2, whether or not damage is visible from the ground.
You just bought the house and there is no record of the chimney ever being inspected
Sale or transfer is itself a Level 2 circumstance under NFPA 211, and an unknown flue is an unknown liner.

What changes the price

We do not publish a headline figure, because it would be a guess about your chimney. These are the things that genuinely move the number, and we put a real one in writing after we have looked.

The inspection level the circumstance calls for
A Level I is a visual examination of readily accessible areas. A Level II adds accessible attic, crawl space and basement runs, roof access and a required camera scan, so it takes longer. A Level III opens up concealed areas and is quoted on its own.
How many flues the chimney contains
A Level II covers every flue in the chimney and its connected appliances, so a stack serving both a fireplace and a furnace is more work than a single-flue chimney.
Appliance type and connection
An open masonry fireplace, a stove or insert with a connector to disconnect, a pellet appliance and a gas furnace flue each demand different access work before anything can be seen.
Roof access and pitch
A steep, tall, mossy or wet roof, or a chimney reached only by a long ladder set, changes setup time and the safety equipment involved.
Whether the flue can be scanned as found
Heavy deposits obscure the liner surface, and CSIA's guidance after a chimney fire is that a flue may need sweeping before all areas can be inspected. That is separate work, and it decides whether the job is one trip or two.
Documentation depth
A scan recording, a photograph set built for an insurer, or a report written to a purchase-and-sale deadline is more work than a routine annual visit.

What is the difference between a Level 1 and a Level 2 chimney inspection?
A Level 1 covers the readily accessible parts of the chimney and the accessible parts of the connected appliance — no ladders, no removing panels — and confirms the flue is sound, unblocked and free of combustible deposits. A Level 2 adds everything reachable without demolition, including chimney runs in accessible attics, crawl spaces and basements, requires the internal surfaces of the flue liners to be examined with image-scanning equipment, verifies clearance to combustibles wherever it can be reached, and evaluates whether the liner material and flue size suit the appliances actually connected.
Do I need a Level 2 inspection to sell my house?
NFPA 211 lists sale or transfer of the property as a circumstance calling for a Level 2, alongside relining, adding or swapping in a dissimilar appliance, and any fire, weather or seismic event likely to have damaged the chimney. It is a consensus standard rather than automatically law, so whether it is required in your transaction depends on the locally adopted code and your purchase-and-sale contract — confirm with SDCI or your county building department, and with your agent.
How often should a chimney be inspected?
At least once a year. CSIA follows NFPA 211 and quotes it as requiring that chimneys, fireplaces and vents be inspected at least once a year for soundness, freedom from deposits, and correct clearances, with cleaning, maintenance and repairs done if necessary. Is a camera scan always part of a chimney inspection?
No. A scan is optional at Level 1, though many companies include it to document what they found. It is required at Level 2: NFPA 211 calls for the internal surfaces of all flue liners to be examined with image-scanning equipment, and CSIA's Level 2 procedure says the same, requiring the technician to note it in the report where flue size or multiple offsets make a scan impossible.
My chimney had a fire. Can I keep using the fireplace?
Not until it has been swept and evaluated. CSIA advises against using the chimney after a chimney fire, because joint failure, metal fatigue and structural cracking frequently cannot be seen from the top or the bottom of the flue, and it calls for an internal video inspection once the flue is swept. NFPA 211 makes a chimney fire a Level 2 circumstance, escalating to Level 3 where damage is known and reaching it means opening concealed areas.
Who is allowed to inspect a chimney?
NFPA 211 requires inspections to be conducted by a qualified agency — the standard's own term, not a Washington license category, and it names no particular certification. Washington does not require contractors to pass a competency test to register, so registration alone says nothing about chimney skill.
