Which chimney inspection level a Seattle house calls for
An inspection level is set by the circumstance, not by a menu. In Seattle three circumstances come up far more than the rest: a property changing hands, a shake or a windstorm, and a fireplace someone has just inherited and wants to light.
What differs here is what the findings then have to answer. Seattle constrains how an unreinforced brick chimney may be repaired, so the report is not only a condition record — it is the document that tells you which paths are still open.

Why a shake puts your chimney into Level 2 territory
NFPA 211 names a weather or seismic event likely to have caused damage as a circumstance calling for a Level 2 inspection, alongside a chimney fire, a sale, a reline, and a change of appliance. In most of the country that clause is theoretical. In Seattle it is not.
Seattle is assigned Seismic Design Category D2 in the residential code, which is exactly why masonry chimneys built or rebuilt here have to be reinforced and anchored to the house. The City's own chimney rule cites earthquake vulnerability as its reason for existing, and points at the record: in the 2001 Nisqually earthquake, two-thirds of the Seattle buildings deemed unsafe were unreinforced masonry.
A chimney is the most exposed unreinforced masonry on a wood-frame house: tall, slender, top-heavy, with nothing tying it back. So an event you felt but saw no damage from is still a reason to look, and the looking has to reach the flue liner rather than the exterior brick alone.
When the house is changing hands
Sale or transfer of the property is itself a Level 2 circumstance under NFPA 211. In Seattle that lands on an unusually old housing stock: roughly one housing unit in five was built in 1939 or earlier and about a third before 1960, so an original chimney frequently predates the lining provisions now in the Seattle Residential Code and nobody in the transaction knows what is inside the flue.
Book it early. Two Seattle-specific things stretch the timeline once a finding exists: repairs to an unreinforced masonry stack generally require a permit, and in one of the eight designated historic districts exterior changes also need a Certificate of Approval, separate from that permit.
The order is inspection, then written scope, then whichever approvals it needs — which is more than a contingency period's last week usually holds.
What a Seattle report has to establish beyond condition
Elsewhere a report describes damage and recommends a fix. Here the fix is constrained: under SDCI Director's Rule 07-2025, effective January 8, 2026, an altered or repaired unreinforced masonry chimney must come back as reinforced masonry, be replaced with a factory-built metal chimney, or be removed. Unreinforced brick is not a compliance path.
The rule also sets a depth boundary that a report can either capture or miss: where repairs reach below the top of the smoke chamber, the smoke chamber and chimney have to be rebuilt entirely to current code. That makes one question worth answering explicitly during the inspection rather than during demolition.
- How far down the damage actually goes. Above the roofline, between the roof and the smoke chamber, or below the top of the smoke chamber. The three answers put you in three different projects.
- Whether the flue is the problem or the masonry is. A sound stack with a cracked liner is a relining conversation. Failing brick with an intact liner is a masonry one. Both at once is a rebuild conversation.
- What the liner is, and whether it suits what is connected. A Level 2 evaluates liner material and flue size against the appliances actually attached — the question a 1920s chimney with a modern insert in it usually cannot answer from the ground.
Before the first fire in a fireplace you inherited
If you bought the house, the sale already set a Level 2 as the minimum. If you did not — a family house, or a fireplace that has sat unused for a decade — the annual Level 1 is the floor, and it escalates the moment an appliance has been swapped in since anyone last looked.
A long-unused flue here collects nesting material, because an uncapped chimney is an open shaft in a wet climate, and moisture damage, because masonry that never fully dries between wettings deteriorates from the inside. Neither is visible from the hearth.
Local considerations in Seattle
- Seattle sits in Seismic Design Category D2, the assignment that triggers the chimney reinforcing and anchorage requirements in the residential code, which is why a seismic event here is a realistic Level 2 trigger rather than a theoretical one.

- At Level 2, the accessible chimney runs inside attics, crawl spaces, and basements that can be entered without demolition
- At Level 2, a camera examination of the internal flue liner surfaces, verification of clearance to combustibles, and evaluation of liner material and flue size against the appliances actually connected
- A written record of how far any damage extends, including whether it reaches below the top of the smoke chamber
- Photographs of the chimney, and a written report naming the level completed and anything that could not be reached
- A plain conversation separating what is urgent from what can wait and what does not need doing
What it does not include
- Sweeping. An inspection reports on deposits; removing them is a separate job, and heavy buildup can be what forces a second visit
- Any repair, reline, or masonry work. Findings come back as a written scope and price you approve before anything is scheduled
- A permit determination. SDCI decides what your address and scope require; requirements change and depend on the property, so confirm with SDCI before work starts
- Historic district review, which runs through the Seattle Department of Neighborhoods rather than through an inspection report
- Structural engineering. Where a chimney needs an engineered assessment or design, that comes from a structural engineer
- Opening up walls, chases, or ceilings, which is a Level 3 scope quoted on its own, with the closing and finishing separate again
- Any statement about insurance coverage — conditions can be documented, but the claim decision belongs to your insurer
What to look for
- You felt an earthquake and the chimney looks fine from the yard
- Looking fine from the ground is not an evaluation. The standard names a seismic event as a Level 2 circumstance whether or not damage is visible.
- Brick or mortar fragments on the roof or in the gutters after a storm or a shake
- Material has come off the stack. On an unreinforced chimney that is a reason to look before the next fire, not after.
- You are under contract on a Seattle house with an original chimney and no inspection record
- Sale or transfer is a Level 2 circumstance, and in this housing stock an unrecorded chimney usually means an unknown liner.
- An insert or stove was fitted into an old fireplace and nobody scanned the flue afterward
- A dissimilar appliance is its own Level 2 circumstance, and the flue may be the wrong size or lining for what is now attached.
- The chimney has not been used in years and has no cap
- An open flue in a wet climate collects nesting material and rain. Both are reasons to inspect before a first fire.
- A visible lean, or a gap opening between the chimney and the wall
- Out-of-plane movement on an unreinforced stack. That is a structural question and should be looked at rather than watched.
What changes the price
We do not publish a headline figure, because it would be a guess about your chimney. These are the things that genuinely move the number, and we put a real one in writing after we have looked.
- The level the circumstance calls for
- A Level 1 is a visual examination of readily accessible areas. A Level 2 adds accessible attic, crawl space, and basement runs, roof access, and a required camera scan. A Level 3 opens concealed areas and is quoted on its own.
- How many flues the stack carries
- A Level 2 covers every flue and its connected appliances, so the shared fireplace-and-furnace chimney common in older Seattle houses is more work than a single-flue stack.
- Roof access on a Seattle lot
- Steep pitch, height, moss, a wet roof, or a hillside setback that dictates where a ladder can stand all change setup time and the equipment involved.
- Whether the flue can be scanned as found
- Heavy deposits obscure the liner surface and may require sweeping before all areas can be inspected. That is separate work, and it decides whether this is one trip or two.
- Appliance type and what has to be disconnected
- An insert or stove with a connector to break, or a gas appliance, adds access work before anything can be seen.
- Documentation depth
- A report written to a purchase-and-sale deadline, or a photograph set built for an insurer or an engineer, is more work than a routine annual visit.

- Will the inspection tell me whether I need a permit from SDCI?
- It tells you the scope, which is the input to that question, but the determination belongs to the City. SDCI is the department that issues construction permits inside the city limits, Seattle generally requires a permit before altering, repairing, removing, or demolishing a structure, and being exempt from a permit never exempts the work from the building code.
