Crumbling mortar on a postwar Bellevue chimney
Mortar is designed to be the part that gives way. It is softer than the brick on purpose, so that movement and moisture damage the joint instead of the masonry unit, and a joint can be replaced while a spalled brick face cannot be put back on.
So a weathered joint is not automatically a failure. What follows is how the line between weathering and a repointing job gets drawn on a Bellevue chimney, why the damage is rarely spread evenly around the stack here, and what to confirm with the city before anyone starts cutting.

Matching mortar when the chimney is not a historic one
Most published repointing advice is written about old, soft, lime-bound masonry, because that is where getting it wrong is most spectacular. Bellevue's stock is not that: the city's housing profile records all but two percent of local housing as built in 1950 or later, roughly 39 percent of it in the 1960s and 1970s.
That changes the starting assumption, not the rule — the existing mortar still has to be read on the chimney itself, because the replacement is specified against what is there rather than against a build date.
- The repointing rule. New mortar must be equal to or lower in compressive strength than the original. Stronger mortar concentrates stress at the brick-and-mortar interface and spalls the brick face — the failure it was meant to prevent.
- The selection rule. Choose the lowest compressive strength that meets the requirements of the work. In masonry, stronger is not better; it is only harder to sacrifice.
- The profile does real work. Concave, V, and grapevine joints resist water penetration best on exterior brickwork, and the joint has to be tooled at thumbprint hardness to consolidate it. A joint struck flush and left is a shelf for water.
Why the damage is on one face of the chimney
Walk around a deteriorating chimney and the wear is almost never even. One face is sound and one is crumbling, and the reason is drying time rather than workmanship. Brick and mortar pull water in by suction and dry by evaporation, so damage begins where the masonry never fully dries between wettings — and Bellevue supplies both halves, with 156.2 days a year of measurable precipitation at Sea-Tac and tree canopy over 39.3 percent of the city, two-thirds of local trees on residential land.
- The shaded face. A north face, or one held in shade by a neighboring conifer, takes the same rain as the others and gets far less drying. Joints erode there first, and spalling shows there first.
- A vertical band below a failed top. Water entering above and running down inside the masonry damages in a line rather than a patch. That is not weathering — it is a route, and repointing over it will not hold.
The repointing permit answer you find online is Seattle's
Search for whether repointing a chimney needs a permit around here and you land on Seattle, which publishes more about masonry chimneys than most cities in the region. SDCI's homeowner guidance says a permit is not required to repoint where no structural changes are made, and Seattle's rule for unreinforced masonry chimney work is Director's Rule 07-2025. Both are Seattle instruments.
Neither one governs a chimney in Bellevue. Permits here are issued by the City of Bellevue Development Services Department through its Permit Center, under the 2021 I-Codes with Washington State and City of Bellevue amendments. Bellevue's published permit guidance names other work — a zero-clearance fireplace, insert, or pellet stove; gas piping; roofing that modifies or replaces the sheathing — and is not a document you can read a repointing exemption out of.
- What to do with that. Ask Development Services about your actual scope in its own terms: how much of the chimney, to what depth, whether units are being cut out and replaced, and whether anything above the roofline is coming down.
- Exempt is not unregulated. Work needing no permit still has to be done correctly. A permit decision is about review and inspection, not about whether the mortar has to be right.
When the joints are not what is wrong
Repointing restores the weather surface of masonry. It does not add structural capacity, straighten anything, or replace brick in bulk. Three findings move the conversation elsewhere, and it is better to hear that before a joint scope is written.
The water route is still open
Deteriorated joints under a cracked crown or a failed flashing zone are a symptom of that route. Close the route first and repoint second; the other order buys a repair with a known expiry.
The damage has moved into the brick
Widespread spalled faces, cracks running through units rather than along joints, or a face that flakes when touched is no longer a joint problem. Individual units can be cut out and replaced; a face full of them is a rebuild conversation.
The signs point to movement
Stepped or diagonal cracking, a chimney out of plumb, or a stack pulling away from the house are structural signals rather than weathering, and the Brick Industry Association treats them as calling for professional investigation. That assessment belongs to a structural engineer, and the masonry work follows it.
There is also a proportion test. Spot repointing is preferable where the surrounding masonry is sound, but once enough of a stack needs joint work, repacking every joint stops being economical against rebuilding the section — a judgment made on the chimney and written into the scope.
Local considerations in Bellevue
- With all but two percent of Bellevue's housing built in 1950 or later, a local chimney is generally postwar masonry rather than historic lime work — which changes the starting assumption about the existing mortar but not the requirement to establish it on the chimney itself.

What the job includes
- A close look at the joints where access allows, including a light scrape to find where sound mortar begins, and a walk around every face rather than the one you noticed
- Identification of any water route feeding the damage — top closure, flashing, or a failed cap — before a joint scope is written
- A written scope and price before anything is opened up, naming the areas, the cut-back depth, and the mortar specified against the existing masonry
- Removal of deteriorated mortar to a uniform depth of at least twice the joint width, or deeper where sound mortar starts further back
- Head joints chiselled by hand rather than ground, and mortar slivers cleaned off the brick so the new work can bond
- Repacking in thin lifts, each tooled at thumbprint hardness, with a profile that sheds water rather than holds it
- Cut-out and replacement of individual broken or heavily spalled bricks, with the replacement unit shown to you before it goes in
- Photographs of the same joints before and after, from the same angles where practical
What it does not include
- Crown or chase cover work. The top closure is a separate scope, and on a Bellevue chimney it may be a masonry crown or a sheet-metal cover depending on the system
- Flashing. The metal sealing the chimney to the roof is its own detail and its own scope
- Anything inside the flue. Repointing addresses the outside of the masonry only; liner condition and relining are separate services
- Sweeping and creosote removal, which is a chimney sweep visit
- Water repellent, which only makes sense once the masonry is sound and only in a vapor-permeable form
- Rebuilding a section, or any work requiring engineered design or seismic reinforcement
- Permit applications to City of Bellevue Development Services, and any determination that the chimney complies with Bellevue's adopted codes
- Structural engineering. Where the signs point to movement rather than weathering, that assessment belongs to a structural engineer
What to look for
- Mortar you can rake out of a joint with a house key
- The joint has lost its binder. That is past weathering and into repointing territory.
- Joints receded more than about a quarter inch behind the brick face
- Erosion deep enough that the joint no longer sheds water off the wall face and instead holds it against the brick.
- One face crumbling while the others look fine
- Almost always the shaded or overhung face. It is a drying-time problem, and it tends to be the earliest visible stage of a whole-stack condition.
- Thin flakes of brick face in the gutter or on the ground below
- Spalling — the brick face separating. Sealing it accelerates the decay rather than stopping it.
- Dark patches that never dry out between rains
- Masonry holding water long enough to stay saturated. That is the condition freeze-thaw damage needs.
- Stepped or diagonal cracking, cracks through several bricks, or a stack out of plumb
- Signals of movement rather than weathering, which call for professional investigation before any joint work is specified.
What changes the price
We do not publish a headline figure, because it would be a guess about your chimney. These are the things that genuinely move the number, and we put a real one in writing after we have looked.
- How much of the stack needs joint work
- Spot repointing on one weathered face is a different job from cutting and repacking every joint on a chimney, and past a certain proportion the comparison shifts to rebuilding the section instead.
- How far back the sound mortar starts
- The cut-back depth is set by where good mortar begins, not by a standard number. Joints that have gone deep take more removal time and more material.
- Whether brick units are being replaced
- Cutting out and replacing spalled units, and sourcing replacements that suit a wet, freezing exposure and read correctly against the existing brick, is separate work from the joints around them.
- Whether a water route has to be closed first
- Joint work under an open route is not a finished repair. Where the top closure or flashing is the actual cause, that is scoped and done first, and it changes the sequence as well as the total.
- Access and height
- Everything above the roofline needs staging or a working platform, and a steep pitch or a stack crowded by mature trees adds setup before any joint is touched.
- The weather window
- Mortar needs a temperature and dryness window to cure properly, and with about three quarters of the region's normal precipitation falling October through March, scheduling is part of doing the work correctly.
Chimney Masonry Repair in Bellevue — common questions
- Do I need a permit to repoint a chimney in Bellevue?
- Ask the City of Bellevue, not the internet. The widely repeated answer — that repointing needs no permit where no structural changes are made — comes from SDCI's homeowner guidance and applies to Seattle, and SDCI Director's Rule 07-2025 is likewise a Seattle rule. Bellevue issues its own building permits through the Development Services Department and enforces the 2021 I-Codes, effective March 15, 2024, with Washington State and City of Bellevue amendments. Requirements change and depend on the property and scope, so confirm your specific job with Development Services before work starts.
- My chimney is from the 1960s. Does the mortar-matching rule still apply?
- Yes. - Only a few bricks look bad. Why would a quote cover a larger area?
- Because deterioration follows exposure, not the part you happened to notice. Where the damage is concentrated on one face, the joints beside it are usually further along than they look, and stopping at a visible boundary leaves a seam between new and failing mortar for water to work at. The scope should say plainly which areas are included and why — and where the surrounding masonry genuinely is sound, spot repointing is the preferable answer rather than the cheaper one.
