Getting a Shoreline chimney diagnosed before it is quoted
Almost every chimney repair is, underneath, a water repair. What Shoreline adds to that is exposure: a city fronting more than three miles of open Puget Sound, with 38.6 inches of rain in an average year and roughly five of them in January alone.
The damage you can see is usually the far end of a path that started somewhere else on the chimney. This page is about finding that starting point at a Shoreline address, and about which repairs end up in front of the city rather than only in front of you.

Reading a leak where the chimney rarely dries out
Brick and mortar are not solid. They are networks of microscopic capillaries that pull water in by suction and dry themselves by evaporation, and a chimney stays sound only while the drying keeps up with the wetting.
Shoreline reports 38.6 inches of average annual rainfall, about five of them in January, and fronts 3.4 miles of Puget Sound with the weather arriving off open water. On the west-facing slope the wetting is not just frequent, it is driven — which changes which face of the chimney is worth looking at first.
Flashing on a chimney that has outlived several roofs
About two thirds of Shoreline’s roughly 25,300 housing units predate 1980, so a chimney here has usually stood through more than one roof replacement. The roof-to-chimney joint is where that history is written, and it is the detail most often re-made in a hurry.
- Three flashing zones, not one
- The roof intersection is only one of them. The chimney base and the area under the crown need flashing too, so a leak blamed on ‘the flashing’ may not be at the roof line at all.
- A three-part system at the roof
- Base flashing, counter flashing and through-wall flashing work together, and on a sloped roof the base flashing has to be stepped rather than run as one piece.
- Counter flashing belongs in the joint
- It is let into a mortar joint three quarters to one inch deep and mortared solidly in — not surface-glued to the brick, which is what a caulk bead or tar smear amounts to.
- Flashing is an expansion joint
- It joins two materials that move at different rates, which is why a rigid seal across the gap cannot hold.
The order the work has to happen in, and when
Cause first, then symptom. A repellent applied over an open entry path is not a repair, and neither is a fresh joint packed above one.
The season cuts both ways. Mortar and sealing work want a dry window, which Shoreline’s wet half-year is not — but diagnosis is easier in the rain. A leak that is running can be traced; the same leak in August is an argument about stains.
- When it appears. During rain, hours after it stops, or only when the wind is out of one direction. Each points somewhere different.
- Which face. Note the side of the chimney and the side of the room. On a west-facing Shoreline lot the exposed face is often the one nobody sees from the driveway.
- What changed first. A re-roof, a gutter replacement, a new appliance, a tree down. A leak starting the same autumn as a new roof is a flashing conversation.
- What has already been tried. Previous caulk, tar or sealer changes what has to come off before anything correct can go on.
Which repairs reach Shoreline's permit desk
The reflex on this side of the county line is to think of SDCI. At a Shoreline address that is the wrong department: Shoreline handles its own permits through Planning & Community Development, and new applications are accepted only through the city’s eTRAKiT portal. The electronic-only intake matters for sequencing, because the scope has to be settled before an application exists at all.
In practice the scope drives the answer. A cap or a flashing detail is one thing. Cutting out and repacking joints is another. Recasting a crown, relining a flue, or rebuilding above the roof line is a third — and that is where an early call saves a rescheduled crew.
Local considerations in Shoreline

What the job includes
- A diagnosis from the crown down before anything is quoted: crown, cap, all three flashing zones, every face of the masonry, the firebox and smoke chamber, and the wall surfaces around the chimney breast
- A camera scan inside the flue where the liner is part of the question
- Photographs before and after, from the same angles where practical
- A written scope and price that names the cause and not only the symptom, with urgent items separated from what can wait and what needs nothing
- The repair itself once you approve the scope — crown, cap, flashing, repointing and brick replacement, relining, or a rebuild above the roof line
- Materials chosen for driven rain and freeze-thaw: mortar no stronger than the original, a vapor-permeable repellent rather than a film-forming one, and flashing detailed as the expansion joint it is
- Removal of demolished masonry and debris, and cleanup of the work area
What it does not include
- Roofing beyond the chimney flashing. A flashing detail cannot be finished correctly over shingles or decking that have already failed, and replacing those is a roofer’s scope
- Interior finish repair. Stopping the leak is this service; the stained drywall or plaster afterward is a different trade
- Gutters, downspouts and site drainage — which on a sloped Shoreline lot is sometimes where the water feeding the chimney is coming from
- Filing the permit application. New Shoreline applications are submitted through the city’s eTRAKiT portal, and what is required is the city’s determination
- A graded NFPA inspection with a written report. Scoping a repair is diagnostic and does not stand in for a Level 2 where a sale, a chimney fire or a relining calls for one
- Appliance work of any kind: installing, servicing or venting a stove, insert or gas fireplace, and the gas piping or electrical that goes with it
- Engineered design. Where a chimney needs one, it comes from a structural engineer and the masonry work follows it
What to look for
- A brown or rust-colored stain on the ceiling or wall next to the chimney
- Water is reaching the inside of the structure. The entry point is usually well above the stain.
- The leak only appears when the wind comes off the water
- Driven rain rather than falling rain, which points at a windward face, a flashing lap, or an unprotected joint rather than at the crown.
- It started the same autumn the roof was replaced
- The flashing was re-made. Surface-sealed counter flashing and unstepped base flashing both survive one dry season and fail in the next wet one.
- Tar or caulk smeared where the chimney meets the roof
- A rigid seal across a joint designed to move. It is a symptom of a flashing detail that was never re-installed properly.
- Debris and standing damp collecting behind the chimney
- Water is not being diverted around the stack. On a wide chimney set below the ridge, that is the cricket question.
- Rust on the damper, or dripping inside the firebox
- Water is coming down the flue itself, which is a cap and crown conversation before it is a masonry one.
- Stepped or diagonal cracking, or a chimney visibly out of plumb
- Movement rather than weathering. That is assessed before anything cosmetic is quoted.
What changes the price
We do not publish a headline figure, because it would be a guess about your chimney. These are the things that genuinely move the number, and we put a real one in writing after we have looked.
- How many separate failures the chimney has
- An exposed chimney rarely fails in one place. A crown, a flashing zone and a set of joints are three repairs even when one leak brought you to all of them.
- Whether the water path is still open
- Correcting the entry point comes first. A scope that starts at the symptom is cheaper on paper and does not last a Shoreline winter.
- Access to the chimney
- Roof pitch, height above the roof, and the approach to the lot. Steep west-side properties and long shared drives take longer to stage.
- How much of the masonry is involved
- Spot work, a full face, and rebuilding above the roof line are three different jobs on the same chimney.
- Whether the flue is part of it
- A liner question adds a camera scan and, if relining follows, a specification driven by the appliance rather than by the chimney.
- Whether the city has to be involved
- A scope that reaches Shoreline's permit path adds application and inspection time to the schedule, and a critical-area lot can remove an exemption you were counting on.
- The weather window
- Water-path and mortar work need a dry stretch. Diagnosis does not, and can be done while the leak is running.
Chimney Repair in Shoreline — common questions
- Why does my Shoreline chimney only leak in certain storms?
- That pattern usually means driven rain rather than accumulated water. The masonry industry states that heavy wind-driven rain will penetrate a single wythe of brickwork no matter how good the materials or workmanship, and Shoreline sits above 3.4 miles of open Puget Sound with 38.6 inches of rain in an average year. When the wind lines up with one face of the chimney, that face gets wetted in a way it never does in ordinary rainfall — so note the wind direction when it happens, because it narrows the search considerably.
- The roof was replaced and now the chimney leaks. Is that the flashing?
- It is the first thing to check. Correct roof-to-chimney flashing is a three-part system — base flashing, counter flashing and through-wall flashing — and on a sloped roof the base flashing has to be stepped. Counter flashing belongs let into a mortar joint three quarters to one inch deep and mortared solidly in, not surface-glued to the brick. Flashing is also an expansion joint between two materials that move at different rates, which is why a caulk bead or tar smear across the gap does not hold for long.
- What should I tell Shoreline's permit desk about a chimney repair?
- Give them the address and a specific project description rather than the words 'chimney repair'. Say which part of the chimney is involved, how much of it, whether anything structural is being removed or rebuilt, and whether the property contains a critical area. The city's own guidance is that work not listed on its permit exemptions handout will likely need a permit, and that work needing no permit may still have to comply with other rules. New applications are accepted only through the eTRAKiT portal. Requirements change and depend on the property, so confirm before work starts.
- Should the chimney be looked at while it is actually raining?
- Often, yes. A leak that is running can be traced to where the water is entering; the same leak in a dry month is an interpretation of stains. Shoreline gets about five inches of rain in January alone, so there is no shortage of opportunity. The repair itself is a different matter — mortar and water-path work want a dry, warm-enough window, so diagnosis in the wet season and the fix in a dry stretch is a normal sequence here rather than a delay.
- Do I need a cricket behind my chimney?
- It depends on the geometry, not on preference. A cricket is required where the chimney dimension parallel to the ridgeline is greater than 30 inches and the chimney does not intersect the ridge. Measure the chimney across the direction the ridge runs and note where it sits on the roof. Wide masonry chimneys set below the ridge are common on houses built in Shoreline's main construction decades, and where a cricket should be there and is not, the back of the chimney collects water and debris every winter.
