Diagnosing a Bellevue chimney problem before anyone quotes a fix
A chimney problem announces itself somewhere other than where it started. A stain on the ceiling, a rust ring on the damper, a draft that changed after a storm: each is the far end of a path, and the repair is only as good as the reading of that path.

One symptom, two chimneys, two answers
Take one common complaint: water at the firebox after a wet stretch. On a brick chimney the shortlist is a cracked crown, open mortar joints, failed flashing, or a missing cap. On a chase-built chimney none of those parts exist. The shortlist there is a ponding chase cover, a corroded seam, a storm collar that has lost its seal, or a cap that no longer sheds.
- Crown
- The sloped slab on top of a masonry chimney. Washington's residential code requires a masonry chimney to have a concrete, metal, or stone cap with a drip edge and a caulked bond break around the flue liners, sloped to shed water.
- Chase cover
- The sheet-metal lid closing the top of a framed chase, with a storm collar where the flue passes through. It is a flashing detail rather than masonry: it fails by ponding, rusting through, or losing the seal at the collar, and the fix is metal work.
- Flashing
- The metal sealing the chimney to the roof surface. It is an expansion joint between two materials that move at different rates, which is why a rigid caulk or tar smear across the gap cannot hold — on either kind of chimney.
So a Bellevue diagnosis starts by establishing the system, not by staring at the stain. A repair quoted for the wrong anatomy is not cheaper; it misses the entry point, and the symptom comes back with the next wet season.
Reading a Bellevue symptom back to its entry point
- Rust streaks down the siding of a chase. Water standing on the chase cover, carrying oxidized metal down the cladding — and reaching framing rather than masonry, which is a different urgency.
- A stain on the ceiling beside the chimney breast. Entry above the ceiling line. On either system the candidates are the flashing, the top closure, and the sides of the stack in the attic — and on a chase, the attic is where the run can actually be seen.
- Rust on the damper or the firebox. Water reaching steel inside the chimney, one of the visible signs of water intrusion. On a chase that usually points at the top closure; on masonry it can also be a cracked crown.
The permit decision that arrives in the middle of the job
Most work on a chimney is maintenance and stays that way. One Bellevue trigger, though, tends to appear after work has started, and it is better understood before you approve a scope than while somebody is on your roof.
Rebuilding flashing means lifting roofing material around the stack, and where a leak has been running a while the deck underneath is sometimes soft. Bellevue requires a permit for roofing projects that modify or replace the sheathing — so the moment the repair goes past the shingles into the deck, the job has changed category.
- Who issues it. The City of Bellevue Development Services Department, through its Permit Center. Not Seattle's SDCI, which has no jurisdiction here.
- The other two triggers to know. A permit is required to install a zero-clearance fireplace, insert, or pellet stove, and to install or modify a gas line, with fireplace logs given as the city's own example. A repair that turns into an appliance change crosses that line.
- How it should reach you. As a revised written scope and price you approve before anything continues, naming the permit — not as a surprise on the final invoice.
Where a Bellevue diagnosis usually lands
Chimney repair is a family of distinct jobs rather than one job, and the diagnosis decides which members of the family you are actually buying.
- Top closure. Recasting or resurfacing a crown on a masonry stack; replacing a ponding or corroded chase cover, with a slope and a collar that sheds, on a chase-built one. A sound crown overhangs the sides so runoff drips clear of the brick.
- Cap. A cap keeps rain and animals out of an open flue, and an unused flue collecting rainwater should get a ventilated one. On a wooded lot the screen is also what keeps needles out.
- Flashing. Rebuilt as a metal system rather than sealed over.
- Liner. Where the flue itself is the problem. Relining a factory-built chimney carries a hard diameter limit, and a liner mismatched to its appliance causes condensation in the flue and poor performance.
Local considerations in Bellevue

- A camera scan of the flue interior where the liner's condition is in question
- A written scope and price naming the cause rather than only the symptom, with urgent items separated from what can wait and what needs nothing
- The repair itself once you approve the scope: top closure, cap, flashing, repointing and brick replacement, relining, or a rebuild above the roofline
- A revised written scope, named and priced, before proceeding if the work uncovers a condition that changes the job — including anything that brings a City of Bellevue permit into it
- Materials chosen for wet, freeze-thaw exposure, and metal flashing detailed as an expansion joint rather than sealed with caulk
- Photographs before and after from the same angles where practical, and removal of demolished material and debris
What it does not include
- Roof repair beyond the chimney flashing. Replacing damaged shingles or sheathing is roofing work, and in Bellevue sheathing replacement is separately permitted — a flashing detail cannot be completed correctly over a deck that has already failed
- Interior finish repair. Stopping the water is this service; patching and repainting stained drywall or plaster is a different trade
- Gutter, downspout, and site drainage work, even where that is the water source feeding the chimney
- Sweeping and creosote removal, which is booked as a chimney sweep
- A graded NFPA inspection with a written report. Scoping a repair is diagnostic and does not substitute for a Level 2 report where a sale, a chimney fire, or a relining calls for one
- Appliance work: installing, servicing, or venting a stove, insert, or gas fireplace, and any gas piping or electrical connected to it — all of which Bellevue treats as permit work in its own right
- Permit applications themselves, engineering, or any determination that the chimney complies with Bellevue's adopted codes
- Structural engineering design. Where a chimney needs an engineered solution, that design comes from a structural engineer and the repair follows it
What to look for
- Rust streaks running down the siding beneath a chase cover
- Water standing on the top closure of a chase-built chimney — and reaching framing rather than masonry, which raises the urgency.
- A brown or rust-colored stain on the ceiling or wall next to the chimney
- Water entering above the ceiling line. The candidates are the top closure, the flashing, and the sides of the stack in the attic.
- Rust on the damper, the firebox, or the surround
- Water reaching steel inside the chimney — one of the visible signs of water intrusion a homeowner can spot without a ladder.
- Flashing lifted, bent, or held down with tar or sealant
- Someone treated an expansion joint as a gap to fill. It will move again, and the seal will fail again.
- A white bloom on the brick that comes back after you clean it
- Water is still moving through the masonry. The bloom is a symptom of a route, not a stain to be washed off.
- Stepped or diagonal cracking, or a stack visibly out of plumb
- Movement rather than weathering. That is an assessment question before it is a repair question, and it may need a structural engineer.
- A soft or springy patch of roof next to the chimney
- The deck may already be compromised. In Bellevue, replacing sheathing is separately permitted work, so it is better known before the scope is signed.
What changes the price
We do not publish a headline figure, because it would be a guess about your chimney. These are the things that genuinely move the number, and we put a real one in writing after we have looked.
- Which system the chimney turns out to be
- Recasting a crown and fabricating a chase cover are different trades with different materials. The diagnosis decides which one the quote is even about.
- How many separate entry points are open
- A single failed storm collar is one repair. A cover, a cap, and a flashing zone all failing on the same chimney is three, and closing two of the three does not stop the leak.
- Whether the water source is still running
- Damage found while the route is open is a different scope from damage left behind by a route already closed. The order matters more than the size.
- Whether the repair reaches the roof deck
- Flashing work that stays in the roofing is routine. Work that has to replace sheathing brings a City of Bellevue permit and its review and inspection time into the schedule.
- Access, height, and what is around the stack
- A steep pitch, a tall chimney, a long carry from the street, or mature trees crowding the stack all add setup before the repair begins.
- Whether the flue is involved
- A liner in question adds a camera scan, and relining a factory-built chimney adds a measurement that may rule the option out entirely.
- Season and working temperature
- Mortar and coatings have temperature and dryness windows. Booking the wet half of the year narrows those windows.
Chimney Repair in Bellevue — common questions
- My chimney is a sided chase, and it is leaking. Is that still chimney repair?
- Yes, but almost none of the parts are the ones people picture. A chase-built chimney has no crown and no mortar joints; the top closure is a sheet-metal chase cover with a collar around the flue, and the usual entry points are a cover that ponds water, a rusted seam, a failed storm collar, or a cap that no longer sheds. The repair is metal work and flashing work, and it is quoted against those parts rather than against masonry.
- Do I need a permit to repair a chimney in Bellevue?

- Can I just seal the outside of the chimney and be done?
- No, and it can make things worse. The Brick Industry Association is explicit that a water repellent is not a substitute for real repairs, and recommends against film-forming coatings on brickwork in freeze-thaw environments. A repellent is a finishing step for sound masonry after the entry point is closed, and it does nothing at all for a chase-built chimney, where the leak is a metal detail rather than a porous surface.
- What if the repair uncovers something bigger once work has started?
- It comes back to you as a revised written scope and price before anything continues, naming what was found and what it changes. That matters more than usual in Bellevue for one specific case: a flashing repair that reaches soft roof sheathing crosses into permit territory, because the city requires a permit for roofing projects that modify or replace the sheathing. Nothing proceeds on a changed scope until you approve it.
