Finding out what actually failed on an Issaquah chimney

Almost every chimney repair is, underneath, water repair, and the damage you can see is usually the far end of a path that began higher up. The diagnosis decides whether you pay for this once or twice.

What makes the Issaquah version different is the thing at the top. On most local houses the lid over the flue is a sheet-metal cover on a framed chase, not a masonry crown, and a chase fails inward toward framing long before anything appears on a ceiling.

On a house this age, it usually starts at the top of a chase

With a median build year of 2002 against 1983 countywide, most Issaquah houses carry a framed, siding-clad chase with a sheet-metal cover over the top rather than a brick stack with a crown. That cover is where the trouble usually starts.

A cover that ponds
A thin, flat cover holds standing water instead of shedding it, corrodes through at the low point, and drips inside the chase where nobody looks.
The storm collar and its sealant
The band where the flue passes through the cover is sealed, and sealant is a maintenance item with a life.
The chase base and siding
Water inside a chase runs down framing and sheathing, and rust streaks on the siding below are the earliest thing visible from the ground.

It is also why sealant is not the repair. Flashing is an expansion joint between materials that move at different rates, so caulk or tar across the gap tears as the two sides move. It buys a season and hides the evidence.

Reading the symptom back to a cause

One symptom has several possible causes, and they land on very different repairs. This is the reasoning a diagnosis works through here, not a table to apply from the driveway.

  • Rust streaks running down the siding under the chimney top. The cover is corroding and shedding onto the wall, which means water has been standing on it.
  • A stain that appears in a storm but not in ordinary rain. Wind-driven rain penetrates a single wythe of brickwork whatever the materials or workmanship, so on an exposed lot this points at the wall and flashing rather than the flue.
  • A dark patch on masonry that never dries out. Under heavy shade masonry never completes its drying cycle, and damage accumulates without any dramatic leak.
  • Debris piled against the uphill side of the chimney. The roof above a chimney collects needle litter and holds water against it. Where a chimney is wider than 30 inches parallel to the ridgeline and does not intersect the ridge, code calls for a cricket — a small ridged structure behind it that diverts water and debris around.

Who permits a chimney repair at an Issaquah address

Permits inside city limits come from the City of Issaquah Permit Center, in Community Planning and Development, filed through the MyBuildingPermit.com portal. The city states the requirement broadly — anyone intending to alter, repair, move or demolish a building or structure must obtain one — and directs residents to the Permit Center when a project's status is unclear.

Sequence, season, and getting to the chimney

The order matters more than the individual repairs. Preservation guidance is explicit that repointing will not fix masonry still being fed water by failed flashing, a gutter, or a bad crown. The same logic governs a chase: a new cover under bad flashing just relocates the problem.

  1. Close the top

    The cover or crown, the storm collar and the cap are what keep water out of the system.

  2. Correct the roof intersection

    Base flashing, counter flashing and, where the geometry calls for it, a cricket behind the chimney.

  3. Repair what the water damaged

    Masonry, framing or metal, once the path feeding it is closed and the assembly can dry.

  4. Only then consider a repellent

    A breathable repellent is a finishing step on sound masonry, never a substitute for a repair.

Season and access shape the schedule. Mortar work has a temperature window that much of a Puget Sound winter falls outside, so masonry stages differently than sheet-metal work does. And on the hillside lots around Talus, Montreux and the Squak Mountain slopes, a downhill elevation a storey taller than the street side decides whether this is a ladder job or a staging job.

  • The repair itself once you approve the scope — cover or crown, cap, flashing, masonry, relining, or a rebuild
  • Materials chosen for wet, freeze-thaw exposure: mortar no stronger than the original, breathable rather than film-forming repellents, and metal detailed to move rather than to be glued down
  • Removal of demolished material and debris, and cleanup of the work area

What it does not include

  • Roof repair beyond the chimney flashing. Failed shingles or rotted decking are roofing work, and a flashing detail cannot be completed correctly over a substrate that has already gone
  • Interior finish repair. Stopping the water is this service; patching and repainting stained drywall or plaster is a separate trade
  • Structural repair to framing inside a chase that has been wet long enough to need it, which is carpentry with its own scope
  • Gutter, downspout and site drainage work, even where that is the water source feeding the chimney
  • Sweeping and creosote removal, which is booked as a chimney cleaning
  • A graded NFPA inspection report. Scoping a repair is diagnostic, and does not substitute for the report a sale or a chimney fire calls for
  • Permit applications, engineering design, or any determination that the finished work complies with Issaquah's adopted code

What to look for

Rust-colored streaks on the siding directly under the top of a framed chase
The metal cover is corroding, which means water has been standing on it. On a chase this is the earliest sign visible from the ground.
A stain beside the chimney that only shows up in a windy storm
Wind-driven rain is getting through the wall or the flashing rather than down the flue. On exposed lots this is a distinct failure from a leaking top.
Dripping or standing water inside the firebox
An open path from the top of the chimney. The flue is collecting rain directly and the cap or cover has to be traced first.
Rust appearing on the damper or inside the firebox
Water is reaching steel inside the chimney — one of the intrusion signs a homeowner can spot without tools.
Flashing lifted, bent, or held down with tar or sealant
It has stopped working as an expansion joint. Sealant across that gap tears as the roof and the chimney move against each other.
Needle litter and moss dammed against the uphill side of the chimney
Water is being held against the structure instead of moving around it, which is the condition a cricket exists to prevent.
A soft or spongy feel to the siding at the base of a chase
Water that got in at the top has been running down inside the framing, and the repair scope is larger than the cover.

What changes the price

Whether the chimney is a chase or a masonry stack
A corroded cover, a storm collar and chase flashing are sheet-metal work. The same symptom on brick brings crown, joint and unit repair with different materials and a different weather window.
How many separate failures there are
One corroded cover is a single job. A cover, failed flashing and a wet chase base is three — the trip is shared, the labor is not.
Whether the water path has actually been closed
Repairing a symptom while the water path stays open produces a second job later. Scoping the real cause raises the first number and lowers the total.
How far the water travelled before anyone saw it
Water caught at the cover is a metal repair. Water that reached framing, a liner, or the firebox brings other trades into the scope.
Roof geometry and debris load
A wide chimney below the ridge on a wooded lot may need a cricket to move water and litter around it, which is a roof detail rather than a chimney patch.
Access on a hillside lot
Roof pitch, stack height above the roofline, and a downhill elevation taller than the street side all change the hours before any repair happens.
Permit scope and season
A permitted scope adds application time and required inspection stops, and masonry pushed into the cold, wet part of the year needs protection or a different window.

Almost certainly the sheet-metal cover on top of the chase corroding and washing down the wall. It is diagnostic information, so it is worth telling whoever looks at it.
Our house sits below tall firs on a shaded slope. Does that change the repair?
It changes the sequence and the urgency. Masonry pulls water in through microscopic capillaries and dries by evaporation, so under permanent shade the drying half of that cycle never completes, and about three quarters of the region's yearly rain falls from October through March. Nearly 20 percent of Issaquah is forested open space, so this is a common local condition. Clearing debris off the roof side above the chimney and getting the top right matter more here than a coating ever will.
Does Seattle's unreinforced masonry chimney rule apply to my rebuild?
Not at an Issaquah address. SDCI Director's Rule 07-2025 governs masonry chimney work inside Seattle, including its requirement that a chimney be rebuilt in reinforced masonry or replaced with a listed factory-built metal chimney rather than rebuilt in unreinforced brick.
