Getting a Tacoma chimney problem diagnosed before it is priced

A chimney rarely tells you what is wrong with it — it tells you where the water came out. A ceiling stain, a rusting damper, or brick faces flaking off the stack are all exit points, and each has more than one possible cause.

Two things make the Tacoma version of that diagnosis specific: the city's housing is the oldest of any covered on this site, and the permit boundary a repair has to be scoped against is drawn by the City of Tacoma, not by the Seattle rules most chimney advice online is written around.

The wetting-and-thawing pattern behind most Tacoma chimney damage

CSIA states plainly that water causes more damage to masonry chimneys than fire does. Brick and mortar pull water in by capillary suction and dry by evaporation, and damage begins when the chimney stops fully drying between wettings.

That pattern explains why a chimney here fails gradually and then suddenly. Joints erode, a crown cracks, flashing loosens, and the balance between wetting and drying tips a little further each winter until one wet stretch pushes it over.

Reading the symptom on Tacoma's older housing

About 26,200 of roughly 97,300 Tacoma housing units were built in 1939 or earlier. Chimneys of that vintage carry a few recurring conditions that shape where a diagnosis starts, and none of them are visible from the sidewalk.

  • A mortar wash instead of a crown. Older stacks were often finished with a thin skim of mortar sloped off the flue tile rather than a cast slab with an overhang. It cracks, and once it does the top of the chimney takes water directly.
  • An unlined or discontinuous flue. On the oldest cohort the flue may never have been lined, or the clay tile may have opened at the joints. That moves the diagnosis inside the chimney rather than onto its face.
  • Flashing that was sealed rather than built. Counter flashing stuck on with caulk or tar instead of let into a mortar joint tears apart, because the metal and the masonry move at different rates.

The order of the inspection follows the water: crown and cap first, then every flashing zone, then all faces of the masonry, then the firebox, smoke chamber and damper, then the flue interior with a camera where the liner is in question. Where the damage concentrates usually points back up at the source, and repairing a symptom while the source stays open buys a second job later.

Where the Tacoma permit line actually falls

Building permits inside the city come from the City of Tacoma’s Planning and Development Services, which does not require an application or notice to the building official for ordinary repairs to structures. That exemption has a hard edge, and chimney scopes land on both sides of it.

Inside the exemption
Ordinary repairs to the structure. Repointing a run of joints, recasting a cracked crown, replacing failed flashing, or fitting a cap are the kind of work that does not, by itself, cut into the building.
Outside it
The exemption does not cover cutting away any wall, partition or portion thereof, removing or cutting any structural beam or load-bearing support, or removing or changing a required means of egress. Taking a chimney down and rebuilding it is on this side of the line, and a scope should say which side it is on before you approve it.

Seattle's unreinforced masonry chimney rule stops at the Seattle city line

This is the most common way chimney advice goes wrong at a Tacoma address. Much of what is written about repairing brick chimneys in this region is written about Seattle, where SDCI Director’s Rule 07-2025 governs alteration and repair of unreinforced masonry chimneys, requires a permit with narrow exceptions, does not allow an altered chimney to come back in unreinforced brick, and treats repairs reaching below the top of the smoke chamber as triggering a rebuild to current code.

That is a City of Seattle rule issued by a City of Seattle department. A Tacoma property is not inside its jurisdiction, and the thresholds it sets — the smoke chamber line in particular — are not what a Tacoma scope is measured against.

The order the repairs go in, and the window they go in

Water repairs have an order, and it is not negotiable if the work is meant to hold. The path is closed at the top first — crown, then cap, then every flashing zone — before masonry restoration, and any breathable repellent goes on last. Preservation guidance is explicit that repointing over a leak still fed by failed flashing, a gutter or a bad crown simply fails the way the old work did.

Season is the other constraint, and Tacoma’s is tight. Masonry, crown work and waterproofing want a dry, above-freezing window, and the wettest three months of the year here carry close to six times the precipitation of the driest three, with most of the year’s freezing nights falling inside them. Urgent work still gets done in winter with protection measures; discretionary work is better scheduled into the dry months. Getting the diagnosis and the written scope early is what gives you that choice rather than leaving it to the weather.

Local considerations in Tacoma

  • Building permits inside Tacoma come from the City's Planning and Development Services, and no application to the building official is required for ordinary repairs — but that exemption stops at cutting away any wall or portion of a wall, removing or cutting any structural beam or load-bearing support, and changing a required means of egress.
  • SDCI Director's Rule 07-2025, which governs alteration and repair of unreinforced masonry chimneys and sets the below-the-smoke-chamber rebuild threshold, is a City of Seattle rule and does not set the boundary for a Tacoma address.
  • Tacoma normals 40.81 inches of precipitation a year across 96.0 days with at least a tenth of an inch and 24.4 days with at least half an inch, with 16.08 inches falling in December through February against 2.80 inches in June through August.
  • The same station normals 27.2 nights a year at or below freezing but only 0.7 days that stay below freezing, so the damaging pattern here is repeated shallow thaw cycling on masonry that never fully dries, not a single deep freeze.
  • About 26,200 of roughly 97,300 Tacoma housing units date from 1939 or earlier, the cohort where a thin mortar wash in place of a cast crown and an unlined or discontinuous flue are most likely to be found.
  • In the North Slope, Old City Hall, Union Depot/Warehouse and Wedge historic special review districts, exterior work on a contributing property visible from the public right of way requires design review — but a project is exempt from that review if it needs no permit or involves no exterior work.

What the job includes

  • An inspection from the crown down before anything is quoted: crown, cap, every flashing zone, all faces of the masonry, the firebox, smoke chamber and damper
  • A camera examination of the flue interior where the liner's condition is in question
  • A written scope and price naming the cause rather than only the symptom, with urgent separated from what can wait and what does not need doing
  • A plain statement of which side of the City of Tacoma permit boundary the scope sits on, and what still has to be confirmed with Planning and Development Services
  • The repair itself once you approve the scope — crown, cap, flashing, repointing and brick replacement, relining, or a rebuilt section
  • Materials and methods chosen for wet, freeze-thaw exposure: mortar no stronger than the original, breathable rather than film-forming repellents, flashing detailed as an expansion joint
  • Photographs before and after from the same angles where practical, removal of demolished masonry, and cleanup of the work area

What it does not include

  • Permit applications, Landmarks Preservation Commission submissions, or any ruling that the work complies with the code Tacoma has adopted — those belong to the City of Tacoma
  • Roof repair beyond the chimney flashing. Damaged shingles or rotted decking are roofing work, and a flashing detail cannot be finished correctly over a substrate that has already failed
  • Interior finish repair. Stopping the leak is this service; patching and repainting stained drywall or plaster is a separate trade
  • Gutter, downspout and site drainage work, even where that is the water source feeding the chimney
  • Sweeping and creosote removal — see chimney sweep — and a formal NFPA inspection level with a written report, which is chimney inspection
  • Appliance work: installing, servicing or venting a stove, insert or gas fireplace, and any gas piping or electrical connected to it
  • Structural engineering design. Where a chimney needs an engineered solution, that design comes from a structural engineer and the repair follows it

What to look for

A brown or rust-colored stain on the ceiling or wall beside the chimney, appearing between October and March
Water is entering above the ceiling line. The stain is the exit point, not the entry point, and the season narrows down which wetting event exposed it.
Rust on the damper, the firebox or the surround
Water is reaching steel inside the chimney — one of the intrusion signs CSIA says a homeowner can spot without tools.
Dripping or standing water in the firebox after a wet stretch
An open path from the top. The flue is collecting rain directly and needs covering and tracing, not drying out.
A thin cracked skim of mortar on top of the chimney rather than a slab with an overhang
Common on Tacoma's older stacks. A mortar wash does not shed water clear of the brick, so the top of the chimney is being wetted every time it rains.
Flashing that is lifted, bent, or held down with tar or sealant
It is no longer working as an expansion joint, and sealant across that gap tears as the metal and the masonry move at different rates.
Stepped or diagonal cracking, or a chimney visibly out of plumb
Structural rather than cosmetic, and the scope it points to is likely to sit outside Tacoma's ordinary-repair exemption. This should be looked at rather than watched.

What changes the price

We do not publish a headline figure, because it would be a guess about your chimney. These are the things that genuinely move the number, and we put a real one in writing after we have looked.

How many separate failures the chimney has
One cracked crown is a single job. A crown, failed flashing and a long run of eroded joints is three; the trip is shared, the labor is not.
Whether the water source is closed or still open
Repairing a symptom while the source stays open produces a second job later. Scoping the real cause raises the first number and lowers the lifetime cost.
Which side of the City of Tacoma permit boundary the scope sits on
Work that stays within ordinary repairs is scheduled directly. Work that cuts into the structure adds application time and required inspection stops, and in a historic special review district a design review step as well.
How far down the chimney the work goes
Repointing, recasting a crown, rebuilding above the roof line and rebuilding below it are four different jobs with four different amounts of demolition, reinstatement and reinstalled roofing behind them.
Whether the flue is involved
Exterior masonry and flue work are separate scopes. On Tacoma's pre-1940 stock an unlined or cracked flue turns a masonry repair into a venting job, with liner sizing and insulation to settle first.
Access, roof pitch and height
A steep-roofed two-story house on a hillside lot and a single-story bungalow on flat ground need different setups, and staging is sometimes the largest line in a small repair.
Season and working temperature
Masonry, crown work and waterproofing want a dry, above-freezing window, and here that window is narrow. Work pushed into the wet part of the year needs protection measures or a different date.

Chimney Repair in Tacoma — common questions

How far down can a chimney repair go in Tacoma before it needs a permit?
The City of Tacoma does not require an application to the building official for ordinary repairs to structures, and that is where most crown, cap, flashing and repointing work sits. The exemption stops at cutting away any wall, partition or portion thereof, removing or cutting any structural beam or load-bearing support, and removing or changing a required means of egress — which is where taking a stack down and rebuilding it tends to land. Requirements change and depend on the property, so confirm your address and scope with Planning and Development Services before work starts, and note that exempt work still has to meet the code.
Does Seattle's rule about rebuilding unreinforced masonry chimneys apply to my Tacoma house?
No. SDCI Director's Rule 07-2025 governs the alteration and repair of unreinforced masonry chimneys within the City of Seattle, and it is Seattle's own rule — including the threshold that treats repairs reaching below the top of the smoke chamber as triggering a rebuild to current code, and the requirement that an altered chimney come back as reinforced masonry or be replaced with a factory-built metal chimney. A Tacoma address is measured against the code Tacoma has adopted and its own permit exemptions instead. Do not assume the answer transfers in either direction — confirm with City of Tacoma Planning and Development Services.
Why did my Tacoma chimney start leaking this winter after years of nothing?
Because the balance tipped rather than something broke. Masonry absorbs water and dries by evaporation, and a leak appears once the chimney stops fully drying between wettings. The in-city station normals 40.81 inches of precipitation a year with 16.08 inches of it in December through February, across 96.0 days with at least a tenth of an inch, and 27.2 nights at or below freezing against only 0.7 days that stay below — so the masonry is repeatedly saturated and repeatedly cycled through the freezing point in the same months. Joints erode, a crown cracks, flashing loosens, and one wet stretch finally shows it.
My 1920s chimney has a thin cracked layer of mortar on top instead of a real crown. Repair or rebuild?
Usually a crown recast rather than a rebuild, but the answer comes from what the water has already done underneath it. A crown is meant to be a sloped slab that overhangs the sides and is separated from both the brickwork and the flue liner, so it drips clear of the brick; a thin mortar wash stuck to the tile does not do that and cracks. If the masonry below is still sound, recasting the crown and correcting the cap and flashing closes the path. If the top courses have been saturated for years and the brick faces are coming off, the scope moves down the stack — and that is where the City's ordinary-repair boundary starts to matter.
Can chimney repairs be done in a Tacoma winter?
Urgent work can, with protection measures; discretionary work is usually better placed in the dry months. Masonry, crown work and water repellent all want a dry, above-freezing window, and here the December-to-February quarter takes 16.08 inches of precipitation against 2.80 inches across June to August, with most of the year's 27.2 freezing nights inside that wet stretch. The practical move is to get the diagnosis and the written scope early, so that closing an active water path can be done straight away and the rest can be scheduled into a window that lets it cure properly.
